According to US Federal Regulations, a recognized process(ing) authority is someone recognized by their peers and the FDA or USDA as a qualified individual. Dave is a member of the Institute for Thermal Processing Specialists, the professional organization for process authorities, and has presented papers at their annual conferences. References to document Dave's qualifications are available on request.

Further information on the roles of processing authorities can be obtained from the US Code of Federal Regulations, 21CFR113.83 (FDA Low Acid Canned Foods - LACF) or 21CFR114.83 (FDA Acidified Foods), USDA-regulated process(ing) authorities are addressed in several sections of 9CFR318 (Meats), or 9CFR381 (Poultry).

In their LACF Manufacturer's Guides The FDA Office of Regulatory Affairs has discussed the processing authority in more detail. A copy that Dave has prepared is here.
